GOVERNANCE FRAMEWORK DEVELOPMENT NOTICE
The Phoenix Rising Foundation LTD is currently undertaking the final compilation and review of its Governance Framework, Policy Manual, and Staff Handbook.
The Foundation anticipates publishing the following documents on or before 1 September 2026:
• Governance Framework Version 1.0
• Foundation Policy Manual
• Staff Handbook
• Supporting Governance Resources
This work forms part of the Foundation's commitment to establishing strong governance systems prior to the commencement of future programs and retreat operations.
We appreciate your patience as this important work is completed.
The Phoenix Rising Foundation LTD is a Not for Profit organisation registered with the Australian Charities and Not-for-profits Commission (ACNC), ASIC, and relevant Australian State and Territory authorities. The Foundation has both a legal and moral commitment to provide safe environments that support self-renewal, wellbeing, and personal growth for veterans, current military personnel, first responders, children, and young people. The Phoenix Rising Foundation LTD is committed to operating with strong governance, transparency, accountability, safeguarding, and risk-based decision-making. The Foundation seeks to create environments that encourage personal responsibility, Emotional Intelligence, community participation, and self-renewal.
Our governance framework is supported through:

Management promotes environments where participants are encouraged to take responsibility for their behaviour and work toward self-renewal through education, therapeutic support, community participation, practical life skills, and personal development opportunities.
All staff working with children and vulnerable participants are required to maintain appropriate screening, qualifications, training, and safeguarding responsibilities, including:
• Working With Children Checks
• National Police Checks
• Child Safety training
• Safeguarding responsibilities
• Foundation induction and governance training
The Foundation is committed to leading with clear responsibilities, strong governance, and a culture that promotes safety, dignity, accountability, and belonging. Our focus is to create positive environments for every child, young person, veteran, current military member, and first responder who participates in Foundation programs.
OUR FOUR FLASHPOINTS
The Phoenix Rising Foundation operates through four core Flashpoints. A Flashpoint is a moment of awareness, growth, or personal realisation that creates movement toward a different future. It is the point where an individual begins to see new possibilities, recognise their own potential, and take meaningful steps toward self-renewal. Within the Foundation, Flashpoints represent the areas where learning, opportunity, confidence, and experience intersect.
Education
Providing opportunities for learning, personal growth, Emotional Intelligence, practical life skills, vocational development, and lifelong learning.
Efficacy
Supporting individuals to develop confidence in their ability to make decisions, solve problems, overcome challenges, and influence the direction of their own lives.
Exchange
Creating opportunities for connection, cultural understanding, mentoring, travel, community participation, shared experiences, and future exchange programs that broaden perspectives and strengthen relationships.
Employment
Supporting pathways toward meaningful employment, work experience, apprenticeships, vocational training, entrepreneurship, contribution, and long-term independence.
Together, these Four Flashpoints provide a framework through which participants are encouraged to learn, believe in themselves, experience the world around them, and create a future built upon purpose, contribution, and opportunity.
FOUNDATION PHILOSOPHY
The Phoenix Rising Foundation recognises that meaningful change takes time.
Growth is rarely immediate. Healing is not linear.
Self-renewal is a journey that requires patience, support, accountability, and opportunity.
Whether working with veterans, current military personnel, first responders, children, or young people,
the Foundation remains committed to creating environments where individuals are encouraged
to rebuild confidence, develop Emotional Intelligence, discover purpose, and create
pathways toward a brighter future. As a guiding principle, the Foundation recognises:
